Dutch is the working language, and a certified Dutch translation is the safe assumption from every Swiss canton. That said, Dutch administrations are among the more flexible in Europe and some accept documents in English, French or German without translation. It is worth one question to the receiving office before you pay for a translation you may not need.
Registration in a Dutch municipality usually requires civil status documents issued recently, and the clock runs on the document rather than the apostille.
