An English translation is needed from every Swiss canton. What surprises people more is the other direction: the United States has no single national registry, so an American document is apostilled by the Secretary of State of the issuing state, or by the federal department for federally issued documents. There is no central office to write to.
American universities and licensing boards frequently want the document sent directly by the issuing institution rather than by you, and an apostille does not satisfy that.
